(1) The local level will create a master plan for the economic, social, physical development and environmental protection of the area affected by the waste management site and will create and implement various programs for the implementation of the plan.
(2) For the purpose of sub-section (1), the local level may basically conduct programs in the following areas:-
(a) Road construction, electricity supply, water supply and drainage, sanitation and environmental protection,
(b) Establishment and operation of schools and health institutions,
(c) Program necessary for the upliftment and development of the economically disadvantaged and socially backward classes of the affected area of ​​the waste management site.
(3) The local level shall formulate a plan in accordance with sub-section (1) or select a program in accordance with sub-section (2) in consultation with the concerned community.
(4) The implementation of the program designed for the affected area according to this section should be done in such a way that the local community participates.
(5) During the operation of the waste management site or the implementation of any program for it, it should be done in such a way as to conform to the standards prescribed by the prevailing law on environmental protection.
(6) A committee may be formed at the local level to give suggestions on the economic and social development and environmental protection of severely affected areas and affected areas due to waste management sites. Explanation: For the purpose of this clause, "severely affected area" means the area designated by the Government of Nepal by publishing a notice in the Nepal Gazette.
